Can running a dental clinic and pathology collection center be called as commercial activities?

I have a residential property, a bungalow with a outhouse. I was running my dental clinic in the outhouse since 2001 with proper permission from the society. My parents occupied the bungalow that time. After my parents passed away in December 2020, my brother and me are the legal heir. I shifted my clinic inside the house to bigger space in January 2022, leaving one room for residential use with common areas like pantry and sitting room for both residential and clinic use. I am starting a franchise for pathology collection center in the outhouse now after shifting my clinic inside.My brother has no objection to it and I have received permission from the society to do so. Society is asking me to pay 3 times society charges showing the reason to be commercial use. Dental clinics were always allowed in residential premises, same as any lawyers, chartered accountants or architects as it's professional use of residential property. What about pathology collection center?...as I have seen mixed opinions about it being a commercial or noncommercial activity. Is it right on the part of society to charge me 3 times the society charges as I use none of society resources for my daily activity? Is there any upper cap for this by law? Can anybody help me with this issue and provide a citation or link that dental clinic does not come under commercial use and can run in residential premises and information about pathology collection center?
