RERA or NCLT? What should be approached when builder is no longer in site. Gone abroad.

I booked a property in Kharad, Punjab on September 2019 which was supposed to be completed within 1 year. As it was construction linked plan, I disbursed more amount from my loan account accounting to total of 65% of the final amount. No construction was done thereafter. Soon, COVID approached and everything was put at hault. Everyone supposed that construction will start later on but nothing happened. The builder had a reputed firm in Chandigarh, Punjab and was running 3-4 projects simultaneously. He left everything and everyone and went abroad. He is not in touch, no one can bring him back now. It is heard that the builder has made property in foreign nation. So, my question is how should I approached the court? RERA or NCLT? Where will I get benefit when builder is not present. Builder has defaulted with such a large number of people and those people have made different associations as per their beliefs. 1 association wants to apply for NCLT(Resolution Plan) and is confident of getting one. 1 association wants to apply for NCLT(Liquidation plan) and thinks that we will get somewhat 20-30% of the spend amount only. 1 association wants to apply for RERA and is confident of completing the flats under RERA resolution and relief plan. I am so confused on this situation and don't know which side I should choose that will get me the maximum benefit and minimum loss.
