Tender submission

Sir, I have participated in 3 individual tenders of AEGCL, ASSAM and i was declared L1 in all the 3 tenders. but department has issue Purchase order in the name of L2 bidders without any prior intimation to L1 bidder. I have talked to the department and their reply was - " after going through the financial requirement of all the mentioned tenders combined, it was found by the internal committee of AEGCL that you are technically (financially) qualified for one individual package" So my point is all the tenders were separate so how the department can do Joint assesment of all the three tenders combined. Further as per the tender requirement we have to fill a form called FIN-3. below is the details of data required in that form - "Specify proposed sources of financing, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, net of current commitments, available to meet the total cash flow demands of the subject contract or contracts with necessary supporting documents. " The L2 bidder has mentioned his Bank balance and Fixed deposit details, can we specify bank balance and fixed deposit as proposed source of financing. Please guide me.
