Reservation in promotion in civil service

Res. sir, please advise me in the matter that , i live in chhattisgarh working as govt. servent. in chhattisgarh govt has issued a notification allowing reservation in promotion without any study of representation of reserved category in higher level of civil service. in said notification govt adopted 100 points roster in which 2nd point is given to ST and 4th point is given to SC although persentage of ST is 32% and for SC it is 12%. my question is as follows:- 1. is it constitutional to apply reservation in promotion ? 2. is it constitutional to apply reservation in promotion without carrying out any study related to representation of reserved category offices in higher posts? 3. if the reservation of ST and SC is 32% and 12% respectively then can 2nd point of roster can be given to ST and 4th point of roster can be given to SC? 4. will a candidate of reserve category get seniority over a general candidate who is senior to the reserve category candidate in feeder cadre when reserve category candidate get promoted before general candidate due to reservation?
