Regarding Promotion Case - need justice

There are two types of posts in the university i.e. Budgeted posts and SFS posts. The promotion channel is already running in the budgeted posts and the channel is Clerk --> Assistant --> Dy. Supdt. --> Supdt. --> AR. 5 years of experience is required as a clerk to get the promotion to the post of Assistant. After assistant promotion, there is no experience required to get promoted on higher posts in budgeted posts. We joined as a clerk in the university in 2014 under SFS posts. There was no promotion policy for SFS posts as our batch is the first batch of SFS posts. In 2017, the executive council of the university adopted the budgeted promotion policy for SFS posts which is as under: "The employees appointed under SFS be considered for promotion on the higher post as is applicable for budgeted posts." Vide this decision, we were promoted to the post of Assistant in 2019. Now, a committee for policy matters met on 8.12.2021 and decided that 10 years of experience is required as an Assistant to get the promotion to the post of Supdt. and 5 years of experience is required to get the promotion to the post of AR. While there is no experience is required after assistant promotion in budgeted posts. This is the huge loss of our career enhancement and also an adamant decision of the university against us. Can I get justice if I go for a court case?
