NPS - Wife rights

My husband passed away recently due to COVID. He had invested 1.2 lakhs in NPS tier 1 schema and current nominee is my father in law. My father who is also a government employee doesn't want to take any of my husband's amount and won't give any of his own assets to me. I don't have any will document from my deceased husband (was only 30 years old) or court certificate. We don't have assets in his name which i am aware of (other than few benefits like NPS). I've provided all the required documents to the bank officials along with signed Declaration Letter from the Nominee stating that he has no objection in transferring the NPS Amount to my account. But now they're asking me to provide Certified Copy of the Will, if any along with the probate, or Certified True and notarized copy of the succession certificate, in case of Will is not available. In India, on average it takes between three months and a year to get the necessary paperwork from the Probate Court, and it will also incur me additional expenses like travel for inter-state travel and other expenses since I moved out of the state due to personal reasons. For only 1.2 lakhs, why are they not helping me out? As the legal heir and immediate dependent (wife) , I'm sure of getting succession or any other certificate from court if I wait for a year or less. I've also arrange affidavit from my father-in law. What else should i do. Please guide.
