Penalty for Late Maintenance payment and no Flat possession in place

I am an NRI and I have bought a flat in Mumbai, however due to COVID, I am not in a position to take flat possession since Feb 2020, due to travel restriction. The OC was received and Builder anyways has started imposing maintenance fee since June 2020 and finally the Society was formed in March 2021. Since June 2020, maintenance fee is getting imposed and the ledger shows an outstanding against my flat. To add more trouble, after society was formed in March 2021, the RWA (Resident Welfare Association), has now issued a BYE law and started imposing a late penalty of 21% annually for non payment of maintenance fee, even though I am not a member of society (as society joining formalities can be only completed upon receiving the flat possession). I have explained my position to both Builder and RWA, however no one is interested in this and forcing me to pay dues. With above situation in place, 1) Am I supposed to pay Maintenance dues to society, even when possession is pending? 2) If I agree to pay outstanding maintenance dues now, can society impose late payment penalty @ 21% annually, even when I am not a member of society? Is it legally allowed? Please suggest what should I do, as due to COVID travel is not possible and possession of flat may be delayed.
