Sections 415 and 420 of IPC

We are a bunch of property owners who have been handed over our properties by our ancestors more than 60 years back and are in enjoyment of the properties till now with perfect title deeds and Pattas in our favour. Recently, the Registration department puts up a board mentioning the survey numbers of our properties and informing through the notice board saying that these properties have been listed by the Tamil Nadu Wakf Board as owned by them and that no documentation would be done on the mentioned properties and if one has to do so one needs to approach the Wakf Board and obtain a NOC. The suits filed by the Tamil Nadu Wakf Board against the said property owners alleging illegal occupation were dismissed by the lower court in the year 1975 itself and the Board has not gone on appeal thereafter. The Registration Department has agreed that as per their records the said properties are not in anyway connected to the Wakf Board. In spite of this fact the Department people are colluding with the Wakf Board officials for illegal gains and monetary benefit when providing the NOC. Can we proceed against the said individuals under Sections 415 and 420 of IPC ? Please also let us know if any other sections of IPC are applicable in this case.
