Tenant paying late that too partial rent amount not paying electricity bill and

Respected sir I have given my flat on rent to tenant from 01/10/2018 till 31/08/2019 for 11 months through registered rent agreement. The Security Deposit amount was Rupees Forty Thousand and monthly rent was Eight Thousand Rupees. For 11 months the tenant regularly paid rent amount and electricity bills charges for that duration. After expiry of Agreement I made notarized rent agreement from 01/09/2019 till 31/07/2020 with continuation of existing Security Deposit amount and existing rent amount The tenant regularly paid proper rent amount and electricity bill charges till February 2020. From March 2020 the tenant stopped paying rent amount for 5 months starting from March, April, May, June, July 2020. The Security Deposit amount of Rupees Forty Thousand was adjusted against Rent of Rupees Eight Thousand per month. The entire Security Deposit amount got exhausted during those 5 months. From August 2020 the rent amount was increased by One Thousand Rupees. Now the rent amount is Rupees Nine Thousand per month. After expiry of Notarized Rent Agreement on 31/07/2020 I again made a Notarized Rent Agreement with the tenant starting from 01/08/2020 till 30/06/2021 . In that Notarized Rent Agreement it is written there is Zero Security Amount and there is only Rent Amount of Rupees Nine Thousand mentioned in it. From August 2020 the tenant did not pay electricity bill amount till 16th March 2021. The electricity bill amount till 16th March 2021 is Rupees Six Thousand. The electricity supply was disconnected by Maharashtra State Electricity Board MSEB officials. On 17th March the tenant paid Rupees Two Thousand Five Hundred Bill amount out of pending Rupees Six Thousand and electricity reconnection amount of Two Hundred Rupees. There is pending amount of Rupees Four Thousand Three Hundred which the tenant has to pay including March 2021 Bill amount. As per notarized Rent Agreement the rent payment due date is 5th of each month but from January 2021 the tenant is making late part payment. The tenant has made half payment of rent of February 2021. Till 22nd March the tenant has not paid rent amount payment of February and March 2021. From 2 months I have been verbally pleading him to vacate my flat on the grounds that he is not paying rent amount or electricity bills amount charges. He is giving false commitments that he will pay rent amount and electricity bill amount but he is not paying rent amount, electricity bill amount nor vacating my flat.
