Redevlopment of old bulidng

Our old building went(we were tenant on deposit basis) for re-development before 10 year back, due to no permission from collector office the work is not yet started (land is belong to collector land hence to get freehold developer needs to pay "najarana" to the collector office. in last year (2020) he paid that amount to collector and obtain the permission for built a building on the same place. now he is denying us (there are 5 tenants) out of that 3 he was giving the rent time to time but he denying us to pay rent as we had not vacated the old building due to no proper agreement was done between us, now I have multiple queries as mentioned below 1) can developer deny us to pay rent only because of he got extra cost to demolish old building 2) can developer ask us contraction cost (2500 per sq.. ft) on built-up area? 3) can developer can ask us society formation charges @ 1500000/- request you to let me know how can discuss these all things with builder.
