Path way access boundary fencing regulations

Dear Sir, My father having around 3 acres agri land and living here 3 generations. Due to brother hood separation my father property does not have the access to reach near by panchayat road. Then he managed to purchase from the neighbor for path access with Just 10 Feet width road where he ( seller) also can use as per the sale agreement. My father used to manage to access/transport the tractor and agri products so far. Now our neighbour sold his agri land to another party. This party constructed the boundry wall fench putting this path access outside. However he constructed the fench along with the stone that is half of the stone on the road side and half stone on his property side. now we have about 9.5 feet only to use. more over it's disturbing not to tranport any agri products in the tractor as it's unable to turn in the bend /corner. In the sale agreement there is a clause that both party should not put any trees/plants etc on road side which could effect the access/transportation. If another party put the fencing out of 10 feet width then we will not have problem, but he put as common fench using the marking stone as middle and path has became narrow down cause even driving the car difficult. Could you please advice what is the boundry fench regulation especially for the agri pupose narrow path ways? Sincerely, Raja
