Landlord of PG denying access to my luggage

Hi, I started living in a PG in Mumbai with a roommate in May 2019. It was a fully furnished 3bhk with 2 rooms being occupied by the landlord and his granddaughter. There was no written contract and rent was paid through cash per month. On March 18th I left for my hometown due to Covid leaving all my belongings (clothes, books) there in only 1 cupboard. Before leaving I had discussed about moving my stuff somewhere else so as to pay less rent but he told me that luggage is not an issue. On March 21st, he told me that I can't continue there. So I found another flat for me and informed him about it. He then said that I can continue. But since I already found a better alternative I asked for my security deposit which he returned to me. He didn't ask me to move my luggage during the lockdown and didn't inform me of any charges he was expecting me to pay him for storing my luggage. I would have moved my stuff to the new flat within a day if he had informed me of any charges because the owners there didn't charge anything from others. There was no communication for 10 months. He used to earlier message me about the rent per month but he didn't inform of any charges for 10 months. Since my roommate had to continue in PG she had given money for just 2 months extra (16k) and the security deposit(20k) wasn't returned to her. Other than this she was not asked to pay anything else. But now I wanted to get my belongings packed the same day my roommate got her stuff packed. But he denied access to my luggage unless I pay him. I offered to pay him upto 15k to get my stuff back but he is not picking calls or responding to my messages. I don't want to pay more because I hadn't booked the room to continue for the next year like my roommate had done. And I wasn't informed once in 10 months about how much he's going to charge because before leaving he said he had no issue with the stuff being in a Cupboard. He also had a storage room adjacent to the room where he could have asked to move the stuff if he wanted to rent it out. He also had another room available for rent which is still vacant from the last 9 months. Should I pay more or leave my luggage with him??
