Is farmer certificate of rajasthan legally acceptable in Maharashtra?

Respected Gentlemen, I was born in Delhi resides in Mumbai from last 15 yrs. I don't come from a farmer background neither do I or any of my family members own an agriculture land anywhere in india but I am interested in agriculture so i learnt permaculture and have been searching for a small piece of land around Mumbai for agriculture. I know I can't buy a land in maharashtra provided I already possess an agriculture land anywhere outside of maharashtra. So, I did some research and contacted a few people and found that there are many people available in Mumbai who make farmer certificates (from rajasthan) but don't provide possession of the actual land (in rajasthan) They also claim that on the basis of such farmer certificates one can legally purchase a land in maharashtra without having any problem in future. I checked the paper work they do which includes all required papers (7/12, sale deed, bhoomi praman patr) with tehsildar stamped on it including online 7/12 but never provide the possession of the property, I got all the papers checked by a local property lawyer of the area where I wanted to buy a land and he said these papers are good enough and lot of people purchase agriculture land in maharashtra on the basis of such farmer certificates. But, I wanted to be double sure and go through a proper legal process to ensure that I am legally/lawfully not making any mistake or having even an iota of doubt in future or having a doubt that land will get confiscated if its not lawfully bought. I would be really grateful if you all could please guide me on the same. As in, If these farmer certificates are totally legal and lawful and if we can purchase an agriculture land by presenting the same. Many thanks Manit
