Denial of NOC for government autonomous institute staff

I am an employee of Indian council of Agricultural Research. The ICAR in its order (F.No. TS-19( 4)/2019-Estt.IV) dated 31/10/2019 decided not to forward the application of technical staff citing shortage of staff. When I requested for a NOC, my institute (CIFT under ICAR) issued a memorandum citing the above ICAR order. There is an existing judgement in a similar case which i found on Kaanoon. "Denial to grant NOC is not sustainable as it is not the case of Ministry of Defence that there is a shortage of officers and the applicant's departure would be greatly inconvenient...Neither public interest is pleaded nor could it be established," a bench of CAT, comprising Chairman V K Bali and Vice Chairman L K Joshi, said. The tribunal passed the order on a plea filed by Satyam, Assistant Medical Officer working with the Ordnance Factory Hospital, which had rejected her application seeking permission to appear in an interview for the post of Insurance Medical Officer in Employees State Insurance Corporation (ESIC). What can be done to get through this hurdle. How can I urge ICAR to withdraw the order it is not legal?
