Cause of action and Jurisdiction to file a case

I am retired CMD of one central PSU, superannuated in September 2014, the place of my employment is Kanpur, UP. Where as I am native of Hyderabad, Telangana. As such I had returned back to my home town and settled at Hyderabad. I am living with meagre interest income which I am earning out of my terminal benefits invested. There is a dispute regarding release of certain performance related payments which were wrongly with held by my successor. My question is whether I can file a case in my home town Hyderabad, as I am not financially sound enough to file a case either ait Kanpur/Allahabad courts, either to engage lawyer or for traveling there from all the way from Hyderabad every time to meet the hearing requirements. In this connection I wish ti mention my appointment is Presidential Appointment, selected through PESB on all india basis. Now that there is no employee and employer relationship what is the place of cause of action and appropriate jurisdiction. Considering my financial condition is there any exception to file a case from Hyderabad. Will the cause of action only the criteria to decide about the jurisdiction to file a case Suppose I want to appear before the court of law as PIP will there be any change in the law relating to jurisdiction to file my case Kindly provide eloborate reply For personal reasons I am not disclosing my personal details
