Open car parking space is not allotted since two years of home occupancy

We were promised an open parking space in our gated community and its also mentioned in our registration document, that we have an open space for car parking. We have occupied the home by Sep 2018, and by 2019 end the Builder handed over the responsibilities to the association team and moved away. Particular block in which we are residing is the one which got completed by 2018, in which 66 flats are there in total. There 22 flats are eligible for covered car parking as they are 3 bedroom flats. And 44 flats are eligible for open car parking as they are 2 bedroom flats. Only 22 flats eligible for open car parking are sold. In the so called area where they have promised to give open car parking slot which is besides our building, and has space for 23 slots. Half of the slots were marked for our neighbouring blocks by the Association team, though they got their slots allocated already. It's a kind of duplicating their parking slots, and we (22 families) who are eligible for that space are not yet allocated any one. Our neighbouring block is built under low budget homes concept, by default they are not eligible for open/closed car parking. But few paid for open car parking and got the slot. Does the association has the rights to do this by not providing the allotment for us? What can be done for this? Even the association team is so biased towards our block people.
