No reimbursement of deposit in lockdown

On 17th March I booked a flat via broker for 5000 rupees so as I can shift next month i.e 1st April. But soon on 26th March the 1st lockdown started til 14th April and I was not able to shift to the next flat. Also no agreement was signed til then, during this time broker asked me to move again and again.On 3rd April I asked broker to reduce the rent for April month which was 10,000 to 5000 as I was not living there , after a lot of negotiation owner agreed for 7,500 rent and asked me to pay the security deposit (20,000), I payed the deposit to owner on 4th April saying i would move once the lockdown will end (after 14th April). After the news of second lockdown (which was extend til 3rd May) I requested broker to start the agreement from May month, which he agreed to. After the 3rd Lockdown (extend till 17th May), the broker again asked me to move, as in no situation to shift from one place to another as all the transport services were out I asked broker that I can not shift till lockdown is over and asked him to give my money back. The owner and broker cut 5000(brokerage) + 7500(rent for April) + 5000(rent for May) = total of 17,500 rupees and returned 7,500 back. As I did not lived there for a single day , I demanded the whole amount back. What can be the legal issue here , if there is no signed agreement that I have to move on 1st April. I have the token receipt of 5000 by broker and google pay, whatsapp chat as proof as I payed them total of 25.000 rupees.
