Housing association mis treatment

We have been receiving harsh treatment from our housing association apartment ever since the lock down began. Earlier this month the association disconnected our electricity back up supply and they did not inform us. When we inquired they told we have pending payment and they disconnected it,which is not true. We have being paying bills on time and we went to speak to the association secretary in person and this was resolved. I have my two relatives staying with me now and they are with me because of the lockdown, I have informed this to association and the secretary told me to send e-mail with their names and I did that on 13/04. On 22 April, they send an e-mail to me asking for their ID proofs, I didn’t not check my emails that day. On 23 April,they send another e-mail to our owner saying that if we don’t send ID card copies of visitors they will inform to police and visitors will be asked to vacate. Owner called me yesterday and that’s when I saw the email and immediately I replied with the visitors IDs, and in my email I asked them for any apartment (bye laws)rules and regulations document that they have for us tenants as I was not aware that we had to submit ID proofs of visitors to the association. The secretary replied harshly and he told us that have to pay fine for 15000 for throwing garbage over night. We don’t throw garbage at night, but they are putting us in trouble unwantedly. They did not provide us any warning or communication stating that we violated the rules and now all of a sudden they are charging a hefty amount. This is not the first time, we are living in this association with fear as each day they bring up something with the intention of putting us in trouble especially during the lockdown situation. We reached out to owner to seek help but he says that he does not want to get involved in this.
