Applying for New State Govt. Service by hiding information about present Central Govt. Seevice

Sir, My friend is presently serving in one Department of Govt. Of India since 2010 to till date continuously and his services have also been confirmed. Accordingly he is also a NPS PRAN account holder wherein both employer and Employee contribution has accumulated to a considerably big corpus as of now in this 10 years of service. He has also acquired a degree in between his service period on regular mode which is not in the knowledge of the department as his department was not ready to provide NOC for regular studies. Now basing on this degree he is desirous to apply for recruitment examination process of another post of the state Govt. He shall definitely resign from present post if he manages to pass the tests and interviews. I want to know that can he hide this information of being a central govt employee while applying for the new post of state govt. As he cannot seek NOC from his present department due to the degree that he acquired was on Regular Study mode ? If he hides this information and gets selected for the new service, will he face problem during joining formalities due to the existing NPS PRAN ? Because if he applies for transfer from old DDO to new DDO, the new department would come to know of his previous engagement which he had not mentioned in application form for recruitment examination ???
