Legal heirs of pagadi system

My grandfather was tenant in house (2 separate single rooms) based on pagadi system. he expired in 1960,My grandfather had 4 sons and 4 daughters.All 4 daughters were married before expiry of grandfather. thereafter my grandmother stayed with her sons (4), later the sons (3)got married and one expired in 1998. one son with his wife stayed in one room and has documents in his name.One son i.e. my father stayed separately at different place after few years,he expired in 2014. 4th son got married and stayed for few years after marriage with grandmother. later he had transfer job hence was moving around with his fly at different places. Grandmother expired in 2013. However, the 4th son has documents which show that he resides in one of the rooms (though he is residing elsewhere). Now the building is slated for redevelopment. 1) can the sisters claim legal rights as legal heirs in the rooms which will be built 2) Can me and my brother not residing there (legal heirs of elder son)claim legal rights in the redeveloped room 3) 3rd married son is childless so legally who will be the successors in his case 4) Or do all the legal heirs have equal rights on both the rooms 5) If redevelopment agreement is made it should be in whose name Thanking in advance
