Mother neglecting handicapped child

My wife has deserted me, but no divorce. She took our only child, handicapped due to Cerebral Palsy, at the time of leaving my place many years ago. She is neglecting our daughter, from the beginning. Due to that, her spinal cord of has bend in the forward direction, by 42 degrees. This happened because her sitting position (on her special chair) was wrong. This happened despite the 'Indian Institute of Cerebral Palsy' had shown my wife how she should be seated. During the course of many years, her spinal cord got bend, as she used to be kept in the wrong posture. Due to that deformation, she has become vulnerable to fatal heart and lung diseases. My wife had also neglected to practice her communication lessons at home, resulting in her incapability to communicate. There are other examples of such neglect as well. Please let me know how can my wife be forced to stop this negligence. I also want to make some arrangement whereby I can visit my daughter regularly and be sure whether she is being taken care of not.
