Is it unconstitutional by The University of Lucknow for cancelling the all semester exams?

I am a student of LL.B. 3YEAR 3RD SEMESTER of Lucknow University. Our exams were going on. The scheduled scheme for examination was from 02/12/19 to 19/12/19. Day before yesterday i.e. on 11/12/19 Vice Chancellor cancelled all the exams of ll.b. 3rd semester (exam which was done+exam which has to be done). Reason- question paper leaked from one examination centre (city law college) through phone call from 2 alleged teachers to a girl student. Negligence from Lucknow University- Flying squad team of LU didn't report to LU that while in preliminary check of City Law College, they found not a single functional CCTV and also CCTV records of city law college were missing since 2001 from their hard disk. Other negligence- 1)Some of staff of City Law college were found in making the special sitting arrangements for a particular student on bribe. 2)The same college was once blacklisted earlier also by LU but LU didn't conduct the special checkings for seeing the arrangements made by the city law college Main question- Isn't this unconstitutional by university side that because of there negligence, they have cancelled all the papers? As there is the famous Blackstone's formulation which says that- It is better that ten guilty persons escape than that one innocent suffer. So why shall all those innocent student suffer for the deeds of some miscreants and negligent people. University and college authority simply can't escape from its accountiblity on part of there negligence. They simply cannot cancel those paper which have already done. Its now university's responsibility to find out other culprits, if any.
