Objection by neighbour to install electric supply connection in purchased apartment

Sir I have a purchased a 2 bhk apartment in Kolkata in 2018 .The building is having 5 more apartments owned by other families .The person from whom I have purchased ,the apartment goes by the name of Mr Asit Mandal and stays in one of the apartments in the same building .The Property was registered in 2018 . In 2019 I have applied for a new electric supply connection in Calcutta Electric supply cooperation (CESC). They have inspected the premises and have installed a 440 V supply . I have hired an electrician for installing the wiring to connect the supply mains with my apartment .However Mr Asit has stopped the activity stating that a 440 V connection in the building is unsafe and have stopped the ongoing electrical works which I have undertaken since previous month.Being an electrical engineer myself , I see no issue in having a 3 phase 440 V supply coming to a modern day residential building , with all possible electrical isolation equipment circuit breakers et al installed and even the electric supply coorporation has confirmed that it is absolutely safe as the premises were inspected prior to the installation of the mains. Require your counsel , regarding this issue as I believe this subjects to trespass and an infringement of my fundamental right as a flat owner of the same building
