Filing appeal in high court against order of RERA tribunal for partial relief

Please guide me as I cannot hire a lawyer since the lawyers runs away because of the influence of politician-cum builder. I am fighting alone and other home-buyers are afraid to fight against the builder who uses his political influence to threaten them In my case, Maharera tribunal directed the builder to pay interest at the rate of 10.05% till the date of possession of flat. Date of possession of flat was in 2009 but the builder has not yet given the possession nor did he paid us any compensation as per the tribunal order. I filed execution of order in tribunal but the builder is dragging the case by filing miscellaneous applications in tribunal. It has been 7 months now since i filed execution application but tribunal simply adjourns the matter on each hearing Now, Can i file a appeal in high court for possession of flat(delayed by 10 years) without affecting my execution of order in tribunal? I want both to be heard simultaneously. Note that the Builder has done fraud with land-owners and constructed additional floors illegally due to which multiple civil litigation is pending in civil courts since 12 years? Can high court takes all these civil litigation to itself and hear all matters together to provide relief to home-buyers?
