In-laws kept jewelry and clothes

After two months of marriage, husband asked for divorce over the phone as he is an NRI and I was with my in-laws. Mother-in-law threw me out and sent back home with my dad confiscating everything including my original academic certificates and all dowry jewelry. Obviously she dint return what she had gifted me either. With a lot of pain n efforts, DSP in women cell whelped me to get my laptop n certificates. A few clothes were also returned but not all. Now they are saying, unless I write divorce, they would not return a single piece of jewelry. And denied that they have my clothes (all western worth 2 lkhs). They say that they packed my stuff the same day I left their house (when they threw me actually) and kept it at their relatives house. I doubt that my clothes and some cash (24800/-) was stolen by the girl/lady/woman/maid in the house where the stuff was kept. Police refused to file an FIR for stolen clothes as this is very small issue and they would not investigate either. I am sure that I will find my stuff scattered in my matrimonial house and the place where it was kept. But police is not helping. Other cases on the family for DV and marital rape etc have been registered with women cell but that is not getting any attention because my in-laws are from political background. It's been 3 days since I have found my stuff missing from what they have returned. Can I file FIR for my clothes and jewelry separately as they will be found at two different places? Please suggest.
