Unfair Options for Parking Allotment

Dear All, I have encountered a problem where the builder has been adamant on following his own process of parking allotment. This is for an apartment complex in Bangalore. There are 4 blocks in the apartment complex and all the owners have been given a priority number based on purchase date. Builder is following the parking allotment separately for each block based on the priority. Parking is available in basement1 and basement 2. Problem 1: In basement 1 area of block 3, builder owns the space and is converted to a closed area which lies vacant currently (might use for commercial purpose). Because of this, block 3 people have insufficient parking space. In order to provide parking to block 3, builder has taken all the good parking slots from my block (4) and already allocated to block 3 owners. Though builder has provided alternate parking area for my block, those are comparatively congested and I feel, I lost a fair deal in this entire exercise as I do not have sufficient or good options to choose from. Builder is pretty much asking to settle with leftover parking's. If the parking's that are available below my block were given, I would have got a good parking slot based on my priority. Problem 2: Access to passenger lift is blocked as there are parking's all around. Builder is adamant on not removing the parking slot that is blocking the passage. Please let me know if this would make a fair enough case to fight for in the consumer court.
