Permission for addition or Service consumption from provider from committee members ?

I have a flat in Pune, Wakad area. I live in Co-operative Housing Society, here I wish to subscribe myself to Internet Service provider (ISP) however for the same a unit installation is required which consumes place of the society as well as its electricity (as much as mobile charger consumes) for which I was denied stating that we dont have much space and we already have provided the available space to another ISP. I was reluctant to going with that ISP as the reviews and cost were not good enough. Post which I was told (verbally) by a member that I can install the same at my house for myself alone which not consume society space or electricity. However, when the ISP came to install the internet I was denied again saying that committee members should approve to allow a cable to enter our building passing through the terrace as they wish to avoid too much wires. Now I dont see why for an individual owner of the flat I have been denied for my service. Why do I need permission to install internet which is only for myself.
