FIR / Consumer grievences redressal commision

I purchased a 3 BHK residential flat at Guwahati standing on 1 K 10 Lecha plot of land. The building is G+3 permission. The builder construct 6 flats + 2 illegal flats on the G, Which in course of time demolished by GMDA ( Guwahati Metropolitan Developement Agency). The builder made seperate aggreement with each purchaser. which are different in common provisions. Lift mentioned in the 1st floor flat, in the 2nd floor flat lift not mentioned and in the third floor flat which was purchased by me , lift (if permited). Being afraid by my legal fight the builder flew away, never come to the site, keeping lots of work undone till date like ( drain, exterior painting, lift, pavement roof top leakage over head staging etc. Recently after filing FIR (IPC 1860 section 420 & 406), I appeal to state Consummer grievence redressal commission. The builder submitted anticipatory bail to the Police station. Recently the previous land owner who is having two nos of flat in the 2nd floor disturbing my daily life by interfearing all my activities like water distribution. roof top temporary gardening, vehicle parking etc. Both the prev. land owner and his spause started shouting in a bad manner, that hampers my social status.and I am to abstain myself from the spot. I know that in course of time the case will be solved through Consumer Commission. But how can we get rid of the foul behavior of the land owner. We are afraid. Iam 66 yeras old, my spause is 63 years, both of we arecardiac patient. Your precious advice is highly solicited. Thank you in anticipation and regards. Partha Sarathi Keshori.
