Steps to open bank account for owner association registered under KAOA

Dear Sir(s), We are provided with a DoD (deed of declaration) by the builder . The DOD has all the details of the individual flat dimensions and also the bye-laws , along with the committee members (just roles without names). The bye-laws were framed by the builder and never reviewed or discussed with the owners before the registration of DOD. The DOD was found to be registered at sub-registrar's office and signed by a Sub-registrar. We were made to understand that ideally, this has to be signed by "Registrar of cooperative society". 1. Can bye-laws be mentioned in DOD , and that too without reviewing them with the owners? Is it legally valid ? 2. How do we amend the DOD and register them with signature from "Registrar of cooperative society", and what would be the process 3. Can we apply for PAN Card in the name of association with just the DOD provided by the builder? 4.Can we open the bank account in association name once we have the PAN card or should we wait for the DOD registration to be completed and duly signed by the Registrar of cooperative society ? We want to register the association under KAOA and not under KSRA. We are concerned that all these would take time, and finding ways how we can do transactions opening bank account and perform the required maintenance activities.
