Partition Deed

We have an undivided ancestral family property (Hindu). Six people (F1, F2, F3, F4, F5, F6) have right in the property. Three people (F4, F5, F6) sold that property to one person X (non family member). The outsider (X) bought the three shares in three different registrations (by a purchase of 1/6th 1/6th 1/6th of share, hence in total now X has right to 3/6th share). Now four (F1, F2, F3, X) people have right in the property (inclusive outsider). This comes under commercial property zone and hence the registration rates are in square feet. Here we have three different questions/scenarios: 1 ) Now two people (family members F2, F3) wants to sell the land to another new person (Y) (non-family member). Is it possible for F2, F3 to execute a sale deed / sell the property to Y through registration mentioning the boundaries for F1, X, Y with the witness as F1, X in the document? We have planned to execute this sale document with everyone consent, thereby this document boundary sketch can be taken as reference for future partition deed that might be executed later. Let us know the process to be followed 2 ) in case F2, F3 is not planning to sell, Is it possible for F1, F2, F3, X to create a road/pathway in their land and mark the boundaries in sketch and execute a partition deed in the registration office. Since this comes under the commercial zone, do we need to get any approval before partition or the members can mention the path and do the partition? If so request you to let us know the process. 3 ) The stamp charges for Family members come as 1% on the market value of the property but not exceeding Rs.10000/- for each share. While non-family members as 4% on the market value of the property for separated shares.
