Builder related issue

I have booked a simplex house in year 2010 and the builder has agreed to handover it within 30 months. It is project where there are 100 such houses. He has completed the 3-4 houses in all respect by year 2015 and registered in our names. There after we got ROR. But Builder has not construct any common infrastructure like sewerage, electricity, water & Road. He has stops construction work of other houses of the same project though all have paid the agreed amount claimed by the builder. Being cheated, some people had filed case against the MD of the company in Local Police station in year 2015 and the MD get arrested & all the files related to the project ceased by police. Now case is in OPDR court and he managed to get bail. After getting bail, he try to negotiate with we people. On that basis he is supposed to do registration of property along with land in the name respective owners. He wants to give us possession of that core house in stead of fully furnished house for which we have already paid for. In lieu of this he wants a signed declaration that " we have received the said property completed in all respect including infrastructure and we will not claim or file any case against builder in future". What should we do ? will we sign that declaration and get possession ? Let me clarify one thing that the title of that piece of land is in my name and I am paying Land Rent to Govt of Odisha. Can we file a case in EOW against all the Promoters/Directors as it is Pvt ltd company? Kindly suggest.
