Rejection of mutation petition after 7 months of application

Sir, I had applied for mutation in December-18 for three khesras 2424, 2428 & 2429 in my name after buying half of the share from my brother (all three are previously mutated in my father's name). This mutation petition has been rejected by Circle Officer in July-19 citing construction of a toilet of a third party Mr X on Khesra 2424 who had claimed so.The note says the construction of lavatory has been confirmed by local residents.The matter was also heard by CO and we were present too. How can we proceed further for appeal. please guide with some format. (2) Another issue raised by Mr X is that 8 decimals of khesra 2428 totalling 14 decimals has been unfairly sold to us by one of their ancestors during 1960s. They claim it should not exceed 7 decimals. However, Mr X has also some possession which are solely acquired by him with no share to his cousins.We submit that there might have been some internal understanding of division between their ancestors in which some parts have fully gone to one n some to others with no 100% fifty-fifty division of all land holdings between two. Please advise. I shall be highly thankful to you for the same. Thanks
