Apartment Property In Prohibited Plot List

I have recently booked an under construction apartment possession of which is in DEC 2019. This property is RERA approved and has received EC. Moreover, public banks like HDFC and ICICI have authorized and sanctioned loans for this property. During my research I found that the survey no. on which this apartment resides is in the prohibited list of properties as per the Stamps and Registration department. I further inquired with the local registrar and found that the survey no. is currently on court stay and they do not encourage to register the property in that survey. The HDFC/ICICI reps are saying that the banks have approved loans for this property since the apartment is not on the disputed plot and the claim has been mistakenly put on the entire survey. My questions are - - If the property is disputed, how is it RERA approved and leading banks have given approval for this project. - If the survey is currently on court stay, how are the registrations happening. - If the builder is able to justify, what documents should we ask from his legal department to confirm that there are no issues with the said plot.
