Lift harassment

Dear Sir, We live in a small size 12 flats (4 floors) apartment in Bangalore and the builder+6 owners of property sold the apartments, i.e., 6 more to us outsiders. This was 19 yrs ago. The builder or the 6 owners did not form any association and the common facility upkeep is going on informally but not satisfactorily. We pay Rs. 1800 pm (per flat) as maintenance fees into a bank a/c opened long ago which is utilized by the owners for monthly expenses. Now the lift has become old and giving problems and the 6 owners (who live in lower flooors) keep on putting off the lift and quarrel with upper floor people to puton the lift or to get it repaired. Since there is no association and the builder is not taking any interest, we the top floor residents are hard put to reach our flats and live the daily life. Some are elderly senior citizens and it is impossible to climb 4 floors several times daily. The owners (informal managers of our apartment) are abusive in words and dont care about our requests. Is there any good permanent solution to this problem. 1. Whom do we complain to for a solution 2. Can a subset of owners form an association and repair the lift and manage it ourselves without the cooperation of the 6 owners 3.
