Damage to my flat due to Terrace reconstruction

Dear Sir, I reside on top floor of a four storey Co-op housing Society and have faced severe leakage as a result of terrace work carried out by society in June 2017. The issue was highlighted to the chairman immediately (that the leakage has started as a result of terrace reconstruction which was not there earlier) and upon no response was subsequently updated to the secretary as well. There was no action taken due to which i had to keep my affected bedroom closed for entire monsoon period. After waiting for 3 months I put the maintenance on hold due to no resolution. I had multiple round of discussions with society management, but the society dragged the issue close to 2 years. Last year(2018-may) society carried out the external repair work but the internal damage to my flat was not repaired. In February 2019 during society annual meeting management accepted to carry out the internal repair work but to my surprise levied penalty on pending maintenance amount and was told the internal repair work will be done only once the pending maintenance amount with penalty is paid. In subsequent meeting in June 2019 management threatened to stop essential services if penalty is not paid. It was society management which dragged the decision for two years and only if the maintenance amount was not kept on hold the issue would have never come up for discussion.
