Builders not complying to RC issued by RERA.

I have booked a commercial space in Oct-2015 in Greater Noida (West) earlier Noida Extension.Total cost of the booked space was Rs 23,96,000.00 out of which i paid Rs 12,50,000.00 in installments. In July 2017 when there was repeated demand from builder for payments, i visited the project site and noticed that construction was far behind the scheduled date of payments as mentioned in BBA. I informed this to builder and raised my concern that there will be inordinate delay in giving the possession by 31/12/2018 + 3 months i.e 31/03/2019 as mentioned in BBA. I requested the builder to cancel my booking and refund me my deposit amount. After several mails i sent to builder since July 2017, they finally on 03/12/2017 confirmed that my unit has been cancelled and there will be deduction of 15% of total cost of Rs 23.96 lacs and interest on delay payments and also confirmed that money will be refunded only after they get new booking against that cancel unit. I told them that this condition of refund after you get new booking is not as per BBA and this may take 1-2 year , how will i come to know. After no reply from them, in June 2018 i filed the case in UP RERA. After 3 hearings, UP RERA has ordered the builder to refund my entir deposit of 12.50 lacs along with interest latest by 06/03/2019 i.e 45 days from the date of Oder uploaded in RERA Website which was 21/01/2019. As builder failed to comply with the order, i requested UP RERA for execution of order and accordingly Recovery Certificate (RC) was issued to builder. Now builder has filed a review petition to cancel the said order and withdraw the RC. Please advise the course of action i should follow in this case to recover the full amount at the earliest.
