Regularisation of Building

I have got permission from Badangpet Gram Panchayat in Dec 2011 by paying fee of Rs.30,000/- for construction G+2 Floors building. After permission I constructed some portion of the building and stopped due to financial problem & other personal issues, and again started the work in 2016 and finished the building work in 2017. In 2013 my village has been declared as Nagar Panchayat and later it has been notified as Municipality. As per the Telangana G.O. came in 2016 for LRS & BRS Scheme, I applied for LRS (Plot regularisation) and paid about Rs.95,000/-. I finished building construction in 2017, and applied for H.No. and Badangpet Municipality gave House No. by making property tax assessment Order. However, they charged 100% penalty as UAC (unauthorised construction charges). When I asked the bill collector for clarification on the same. He told me that I do not have Municipal Permission (and Gram Panchayat permission was valid for 2 years). I referred the GHMC Order issued in 2016, which allows the permission validity for 6 years period (but he said it is not applicable in my case). He told me that LRS was not required in my case and I unnecessarily paid that Rs.95,000/-. I expressed to pay penalty for regularisation, but they are saying there is no such scheme and as per the latest GHMC order the unauthorised constructions will be levied with 100% penalty, and BRS/LRS is pending with High Court. Please guide me, how can I get my building regularised legally. I am ready to pay penalty for the same. K. Y. Rao
