Brothers right to property if tenant dies in Pagdi system

Hello! My sister and his husband used to live in a pagdi system as a tenant. My brother in law died 20 years ago leaving behind my sister with no children, since then my sister used to live there alone till her death. she died a year ago. After her death no one lives at that place, I do go and visit that place from time to time and also pay the electricity bill which is in the name of my sister. The rent receipt is in the name of my brother in law still. She wanted to give her room to me, so before dying we made a 'will' and 'Gift Deed' indicating she is giving the property to me. But, we had not informed this to the owner of pagdi system. After her death since we were not living there, suddenly a year later owner of pagdi system put a lock on our lock to that room. So now in total, there is a total of 2 locks. We tried to talk with the pagdi owner to open the lock, he says he won't do it as I'm not the legal right and also, as the tenant (my sister) has died, now the room is his legally. What he is saying is true? My question is - => What should we do next so that he opens the lock? (I want to stay there now) => What should we do so that owner transfer room to my name? => Owner of pagdi is saying I have no right over it, even after the papers. Is he legally right? => In any scenario, can he force us to pay him 33% of the current property value? If so which is that and how can I avoid that (as I'm not capable financially)? Please guide me, it will be really really helpful to me. Thank you in advance!
