Expense sharing of flat owners

I reside in a flat in an apartment consisting of seven flats ( 4 flats of 1250 sq ft, 3 flats of 950 sq ft) from December 2002. We had a security guard ( 14 hrs duty ,8am-10pm ) from February 2002 to April 2009.But one resident of flat no. 6 dismissed the guard in May 31st, 2009 telling him not to come from the next day, without asking or consulting the residing members of flat no.1 , 3 and 4. Later we got to know that he only consulted a non-resident owner of flat no.7 who then lived in Sikkim and a resident owner of flat no.5. He has been criticised for his inhumane and autocratic act .Then from 2014 two security guards (12 hrs each) security guards were appointed which was a heavy expenditure for us. But still I managed to get along with other residents. Since last two years I have been telling the supervisor of the apartment ( owner of flat 7) that from 2019, I would only bear costs of one guard as there will be financial constraint .But now when I reminded him about that, he says," Everybody else is giving money. So we will keep two guards and you too will have to pay." There's no society or committee. Can other six owners do this in spite of my informing them well in advance ?
