Water Charges under Cooperative society Act

I have an unoccupied flat which is under renovation. The society has been calling for Water Tankers on need base due to acute shortage of water. Moreover there is no supply of water for almost 8-10 hours during the day . Apparently that is the time when my carpenters etc. are at work . Because of negligence of my carpenters , there were instances that one of the tap was left open and there was some wastage of water . The moment it came to notice , the tap was closed . The keys of the house were at all times with the watchmans and they were also given instructions to check the taps to avoid further negligence . Despite that there were instances. The Society has levied a charge equivalent to the cost of the whole tanker being called for the society towards water charges in our maintenance bill . Since the incident occured 4 times , 4 times equivalent of the whole tanker have been levied to us . While we feel it is unfair , is it in accordance with the law ? Can the society/ committee take such a call without any formal communcation , on adhoc basis ?
