Apartment owner association (aoa) elections in noida, up

We have a society in Noida which is currently under control by builder and his appointed AOA body which was appointed by builder without any nominations and elections from residents. It was chosen by builder overnight. The maintenance agency in the society is also owned by builder as well. Builder has not completed many facilities till date and is charging a high rate of maintenance. The 1 year tenure of the AOA ended on 31 Aug 2018. But, due to builder connivance so his AOA and maintenance agency can continue, the elections were called off due to a minor objection raised by a single owner about not having information of the elections. Now in May 2019, a transparent election committee is formed to conduct elections. The issue EC is facing now is how to finalize the voters list as many residents have stopped paying maintenance due to high charges and incomplete facilities. Secondly, builder has done only 50% registries till date as remaining registries have been denied by NOIDA authority as builder has not paid their dues. As per by laws, maintenance should be paid + deed should be executed to be eligible for voting/contesting elections. Kindly guide as to what can be done so EC can have maximum participation in elections.
