Legal actions for revoking an accepted offer letter

Hi, I had received an offer letter recently with a clause stating I have to bare legal implications in case I don't join the organisation. Here is the clause: Your appointment will be effective from the xx-xx-xxxx. Please further note that our ‘Offer’ will be withdrawn on the ‘Joining Date’, if you fail to report on the said ‘Joining Date’, after due acceptance herein. Furthermore, failing to report on the said ‘Joining Date’, will lead to legal implications and you will be charged 02 [Two] Months’ Salary [As per the ‘CTC’, annexed hereunder as Annexure ‘B’ and acknowledged, accepted and counter signed by You on the date of this ‘Offer Letter’] as a penalty towards the valuable time, effort and resources spent by our organization in making and retaining this ‘Offer’ for you. Now, there are certain circumstances because of which I am not sure if I can join this organization. So, is it even enforceable? And is there a way I can get out of this?
