Aai has not provided ex servicemen quota in group c recruitment

Airport Authority of India -Southern region gave a notification for recruitment of Junior Assistant-Fire Service in Southern Region. Exservicemen quota was not mentioned in the Advt. .But, in a letter originated by the Asst General Manager (HR) for Regional Executive Director , Southern Region, Chennai of AAI which was addressed to The Director, Directorate of Employment & Training , U T Administration of Lakshadweep, Kavaratti vide AAI/SR/2-1(6)/EA/2018/R&P dated [deleted], it is clearly mentioned that " Note: Reservation of Ex-Servicemen is Applicable". Recruitment was conducted in 2 stages The first stage was Computer Based Test (CBT) and the minimum marks required was 50. Candidates who scored 50 marks or above out of 100 were called for the 2nd stage The 2nd stage consisted of Verification of Documents, Medical test, Driving test and Physical Endurance test. Only those who cleared Verification of Documents, Medical Tests and Driving test were allowed to perform in the Physical Endurance Test. Physical endurance test was time based. There were 5 tests in the Physical Endurance Test , the first being 100 metre run which was to be completed within 15 seconds. Only those candidates who cleared the 100 metre run within 15 seconds were allowed to undergo the 4 further tests. A cumulative cutoff score of 60 marks and above in 2nd stage was required out of 100 to clear and to be eligible to be considered for the final recruitment. No relaxation in stage 1 or any part of stage 2 was provided to exservicemen and only those who cleared CBT and PET were considered for the final selection. . I myself had a score of 73 and 86 during stage 1 and 2 respectively and cumulative score is 159 out of 200. Many ex servicemen had cleared both the stages of the exam but are not in the final list only because the fact that 10% vacancy reservation rules for Ex servicemen in Group C vacancies of Ministries/Departments of Govt Of India was not followed or adhered to by Airport Authority Of India Southern Region when finalising the final selected candidate list . I had filed grievance in CPGRAMS and reply letter directs Min of Civil Aviation, Airport Authority of India and well as the Region Executive Director of AAI-Southern Region to take corrective action. But nothing has been done as on 08 May 2019 to correct the improper recruitment 16 week Training for the selected candidates have started since 29 April 2019 As a reply to Q No 8 of my RTI , it was replied as "No exservicemen in the selected list" Junior Assistant (FS) is a Group C post. So, reservation is authorised by ex servicemen quota as per laid down rules of the Govt of India vide OM No 36034/3/2013-Estt(Res) dated 25 Feb 2014 and the previous ones originated by DOPT for the same. These provisions have been blatantly violated by the AAI Southern Region during this recruitment. Kindly provide the legal options available as soon as possible.
