Subdivisions and demolition- Chennai corporation

Sir I have applied for sub division and demolition of my property at the corporation of Chennai. Now since my property is linked and the way to my property is through a private Road the Officals at corporation of Chennai are saying they legally do not have jurisdiction to subdivide the property since the entrance of my house is via and  on the private Road connecting the public Road. Now my question is 1)If so then who has the authority to subdivide the said property . 2)Then if  I to my three sons gift said area by way of family settlement then will the the land be considered as unapproved plots and if so will my son's have to get the plot regularised by way of paying regularization fee and other Corporation charges. 3)What are the rules of the town planning department  of Chennai corporation regarding demolition / subdivision / building construction in an area/ plots connected via a private Road in Chennai.
