Formation of road while granting building permission

My Father has sold an extent of 22.25 cents of agricultural land with his Northern Boundary as “pathway left in his agricultural fields to travel to and fro” and retained remaining portion of land on Western Boundary. (According to Andhra Pradesh Survey and Boundaries Act the extent of pathway is only 4 feet). After 11 years i.e. in 2005 my father’s vendee has approached Municipal Authorities for sanction of Building Plan for the construction of Appartments by showing his northern boundary as ‘existing road’. The Municipal authorities sanctioned plan basing on it. But in fact he did’nt give any piece of land to the Mpl. Authorities for formation of road. Now the Municipal Authorities are saying that my father has formed the road without showing any document proof. It is a fact that my father has neither made lay-out nor approached Municipal Authorities for sanction of Building Plan. our is purely an Agrl. Land. Then how could Municipal Authorities claim that my father has formed road basing on the plan submitted by my vendee without any valid documents.
