Leave on loss of pay basis

Hello. I am working in PSU bank from last 5 years . as per the norms there is a provision for sabbatical leave for minimum one year on 4 grounds . the sabbatical leave is a loss of pay basis leave in which i will not get any emoulments and benefits like salary and all. the 4 grounds on which leave can be taken are 1. education 2. taking care of spouse .3. health grounds 4. taking care of children the conditions to apply for sabbatical leave are 5 years of active service , confirmed employee. now i had applied for the leave on basis of point 2,3,4 . submitted application 3 months back. but my superiors are not allowing and forwarding my leave application to Head office. every time i ask they just say we are doing it today and today only . but nothing had been done . moreover the bank also does not sanction easily the sabbatical leave to males. i simply want leave of a year so that i can focus on my health ,family and my child. Daily going to office i feel mentally disturbed and sick . i just do not know that whether it is the job which is making me ill or the physical conditions of mine. i am in dilemma hence i am not taking a big decision of resignation. for this reason i wish to go on leave just to explore the real issues and to regain my health also. My medical conditions are 1. diagnosed with bronchial asthma since last 2 years 2. osteochondrities and arthrities . 3. my knee got operated 2 years back which is still not recovered is there any provision in law which can help me if the bank does not sanction the leave i am 33 years old .
