Refund Issue and Non cooperation from Police

I am a recruitment providing consultant. i am facing threat from the Candidates who come and enroll for placement. we charge them initial enrollment fees and also we ask them of pay for miscellaneous work if required with respect to particular job. Candidate work very smartly they clear the interview and join the company and then come knocking on our doors that they are not satisfied with the job which they have go and we should return their money which we have taken from them. if we don't return their money the go to police station and even police is taking their side and ask us to return their money and if we say that we will not refund their money the police make our office staff sit in lockup and they detain them for whole day forcing us to repay to that candidate. we are not able to do our business and we are leaking money with the threat of police. would like to know from you all what should i do to stop the nuisance of the candidates and tackle the police issue. because every time when they get a complain a Hawaldar will come to our office start abusing the staff and treat us like criminals. we are 10 year old company and this issue has started from last 6 to 7 months only before that every thing was working fine.
