Harassment and delay by housing society/RWA in granting NOC for selling flat with sub lease

I own a flat in Noida with sublease from housing board . To sell my flat I need NOC to sell from RWA/residents society in order to further apply for NOC from housing Board . The RWA is delaying NOC on flimsy ground like mandatory visit of seller ( ie me settled in different town ) and also forcing personal visit of buyer who lives in Mumbai . Perhaps all these tactics are being done to force me to pay hefty bribes or just for getting vicarious pleasure of feeling very important . RWA cannot deny or delay NOC to sell as long as all RWA fees/charges are fully paid ( ie permission to apply to housing board who registered sub lease in my favour . This has caused unnecessary expenditure for me in addition to mental torture and harassment and blackmail. Under what sections of IPC , society act etc can I file complaint against some officer of RWA who is acting malafide and causing harm to me. Do I have a case of cheating , breach of trust , harassment , blackmail and causing financial hardship and if yes under what sections of which act . Do I have a case for malafide action and indirectly forcing me to pay bribe under prevention of corruption act. Please advise my legal remedies. Please reply by email: [deleted]
