Regarding OBC non creamy layer status.

My father is an assistant professor in rajasthan state govt agriculture univ. I belong to obc category. And now i want to apply for obc non creamy layer certificate. Wether i am eligible for obc non creamy layer or not? Firtly i want to tell you about all the rules and regulations beacuse i have done almost phd :-) in finding about clauses and all things. 1. Govt of india has divided all post into 5 categories( refer DOPT OFFICE MEMORENDUM SEPT 1993) CATEGORY 1= contitutional post such as president/SC judge and all Category 2 = service category which is further classified into sub 3 GROUPS A) GROUP A SERVICES B) GROUP B SERVICES C). Employee of all PSUs/BANKS/univ which includes central as well as state univ.and ramaining all kind of autonomous bodies which are of central govt or state govt. But employees of these institution directly do not come under group A or group B SERVICES Category 3 = armed forces Ctegory. 4 = prosessional class( doctors film artist sports person etc) Category 5= property owners such as agricultural holdings. Now i want to clear the myth regarding income criteria which at present is 8lakh per annum.for obc creamy layer.people and even govt officals think that if any oerson has income more than 8lakh will fall.under creamy layer sttaus. Which is absoluety fasle . Income criteria will only come into picture when that a person either is employed in private sector or business class people or category 2(c). Now it is cleary mentioned that while calculating gross income of such people income from salaries or agriculture income has to be excluded...and if income from other sources apart from salaries or agriculture income exceed 8lakah then only that person will fall.under creamy layer. Now for category 2(c). There are provisons. If employee who is working in any govt organization such as banks college etc if that post can be compared or equivalnet to any group B POST OR GROUP A post then directly whatever rules for creamy layer applies on GROUP A & GROUP B will apply as it is.but if such comparison is not possible then only income criteria will apply. Eg Registrar and Vice chancelor post are GROUP A post but no where it is mentioned that assistant professor/high school teacher post will be equivalnet to what group post of cental or state govt. NOW What problem i am facing is that my father was appointed as senior techncial assitance in year 1988 and afger that was selected for assitant professor in the year 1996 pay scale([deleted]) which was an equivalnet pay scale or group b post. And at that time he was 38yrs. And still he is on same post and has left with 1 year of retirement. I just to now is there any way to compare assitant professor post with any govt class. group b or group A post??? Because i have searched DOPT WEBSITE OBC commison wesbite and nowhere it is mentioned about ther equivalemt post.
