Clarification on Time Slot for Bursting Crackers on days other than festivals like Diwali

Kindly refer to Hon Supreme Court judgement on Writ Petition No 728 of 2015 filed on 24 Sep 2015 and relevant judgement passed on 23 Oct 2018 regarding time slots for bursting fire crackers while banning loud and toxic ones in the state of Jharkhand (esp. Ranchi) in context of para 42 sub para (xiv). The above mentioned judgement has been interpreted in a way more than one due to personal interest of miscreants and to trouble law abiding common people. Therefore to remove any ambiguity whatsoever, following may kindly be clarified: 1. Whether the Supreme Court Guidlines have been adopted by the state of Jharkhand. 2. What is the time slot for bursting of fire crackers (green or otherwise) other than that on notified festive days i.e on all other normal days except on Diwali, New Year etc. If no time slot is defined then is it banned or not to burst crackers other than the timing and days mentioned in above writ petition. 3. What is the procedure to stop the menace of miscreants bursting crackers throughout the day and whether the residential societies can intimate the police authorities and suitable penalty be initiated against the defaulters.
